Annual Address / Report 2003

Dear Fellow Members:

We are all members of this Association, joined by ownership or residency in our community. Welcome to all who are new here. Our membership is coupled with responsibility as an owner or resident. All owners and residents should complete the GRCA information form available on-line or at the GRCA office in the clubhouse. We also ask you to familiarize yourselves with the rules and regulations. These are posted over your mailboxes and available on-line or at the GRCA office. We continue to ask you to do what you can to better our community.

The following mission statement is on the agenda to be adopted at this year's annual meeting. It reads: "As stewards of this association we recognize our responsibility to maintain an environment where all residents can enjoy life to the fullest, while cost-effectively protecting property values. We welcome participation and communication from all members."

We have made tremendous progress this past year as we continue to implement our reserve study plan. These improvements were highlighted with the renovation of our clubhouse and its fitness center. The new ID and digital camera security system have proven invaluable. We have plans drafted to implement similar security measures throughout the complex.

The most recently audited financials again prove the cost-effectiveness of outsourcing management and operating services. This action continues to produce significant savings with positive results in day-to-day operations.

The Association has entered into a profitable 5-year lease for the vacated child-care building, now occupied by Golden Independent School (GIS). We welcome founder Dr. Erika Sueker and her dedicated staff, and wish them success with the new progressive learning community. The GRCA website found @ www.goldenridgecondos.com is the best source of current information and contacting The Board or management company. All Board meeting agendas and minutes will continue to be posted. A new planned feature to the site is a listing page for units to rent or sell. We have also set up a link for your contribution to the planned "time capsule" commemorating our 30th anniversary.

Our first annual picnic-barbecue was a great success held (August 30 th ) on the new picnic patio. This was an excellent opportunity to meet your neighbors and enjoy the improvement to our property. We will be planning other such events throughout the year; please contact us if you wish to help or have any suggestions.

The "hundred-year snow" and summer rains have exposed considerable deficiencies in the roofs throughout the complex. Much of this is the result of years of neglected maintenance and poor roof design. As we move forward with our reserve study, large infrastructure items such as roofing will be at the top of our agenda. The resurfacing of our parking lots and roadways along with some building foundation concerns will remain a priority. The reserve fund is now growing at an expediential rate to make these repairs and improvements possible. The water main replacement continues to be addressed. Kudos to former board member Wallie Robinson; his dedication and assistance investigating this issue have been greatly appreciated.

The unfortunate legal entanglement with Global Fire and Safety over the installation and monitoring of the new fire alarm system for the high-rises is nearing resolution. Safe Systems has completed the job to code and has been contracted to do the monitoring. We terminated our contract with Global because of continued inefficiency and serious safety concerns.

There will always be problems and difficulties, particularly with a property as complex as ours. Be assured we have and will continue to address every item of concern as proficiently as we can. Things will never be perfect, although I am quite certain they are the best they've been in my 10 years here. I guarantee if we stay the course they will only continue to improve.

With the transition to off-site management now complete, we have eliminated the on-site liaison position. Our capable desk personnel will handle these responsibilities under the direction of the Board of Managers and our managing agent. LCM Property Management, with Bob Weiss and Tina Wilhite, continue to serve our interests well. As we renewed LCM's contract this year we emphasized upgraded performance directives and expectations. We remain confident in their ability to ensure the smooth flow of communication and timely response to your concerns, and those of The Association as a whole.

Leo Banuelos, contracted originally through All-Star has formed his own company appropriately named "Milusos' - Jack of All Trades." We have officially contracted his new company for all regular maintenance of GRCA. Leo not only lives up to his title, but also continually exceeds our expectations for performance. Our continued thanks to Jorge Banuelos and All-Star Landscaping, the grounds at Golden Ridge have never looked better.

A continued concern with the cleaning of the common areas has resulted in replacing the service provider. We welcome back Marquisela Cortez and her mother Maria Elena Juan, now under contract to GRCA. This contract includes spot carpet cleaning to help protect the new carpets. Please do your part to keep common areas clean and report problems or areas that need attention.

Unfortunately Mr. Glenn Carr has continued his counterproductive campaign of misinformation and harassing actions. These negative efforts including a lawsuit against The Association have cost us thousands of dollars, and wasted considerable time and energy. Please review the Glenn Carr Moments document @ the GRCA website or request a copy for the facts regarding Mr. Carr's negative behavior. As his "appointed" term ends this year, I strongly encourage you to review the Board nominees and choose a candidate who will bring a positive attitude and contribute to the progress we have made.

People often ask me why I volunteer so much time in what appears to be a thankless position. As a marathon runner, I feel we are in the final mile of the rejuvenation of our Association. I look forward to seeing the established progress of our Association to the finish. I will continue to serve the office of President to the best of my ability. To all who help, and especially to our contributing Board of Managers: Thank You!

Great thanks again to former resident of 20 years Richard 'Dick' Wendell; for his help in editing this address and personally delivering it to the 372 units that comprise GRCA. Dick is an example for us all in the true spirit of service.
